Reform Town Hall Session Advocates for Rights of People with Disabilities in Malaysia

On November 5 2022, the CSO Platform for Reform, in collaboration with the Make It Right Movement (MIRM) and other advocacy groups, held a Reform Town Hall Session in Kuala Lumpur focusing on the challenges and rights of People with Disabilities (PWDs) in Malaysia. This session provided a platform for PWDs, activists, NGOs, and policymakers to discuss issues affecting the PWD community and advocate for legislative and policy changes that promote inclusion, accessibility, and equality.

Key Issues Addressed

  1. Accessibility and Public Infrastructure: Participants highlighted the persistent barriers in public spaces and transportation despite existing laws like the Persons with Disabilities Act 2008. They called for stricter enforcement of accessibility standards in both public and private facilities.
  2. Inclusive Education: The need for inclusive educational policies was emphasised to ensure children with disabilities have access to quality education alongside their non-disabled peers. Participants advocated for increased government funding and training for teachers.
  3. Employment and Economic Inclusion: Discussions centered on the high unemployment rates among PWDs due to discriminatory practices and inaccessible workplaces. Participants called for reforms to promote inclusive hiring and job training programmes.
  4. Healthcare and Social Services: Concerns were raised about access to specialised healthcare services and the need for trained professionals to address the specific needs of PWDs. Recommendations included increased investment in healthcare services and more responsive social services.
  5. Strengthening Legal Protections: Participants advocated for stronger enforcement of disability rights laws and the establishment of an independent monitoring body to ensure compliance and access to justice for PWDs.

Outcomes of the Session

The Town Hall concluded with actionable recommendations, including:

  • Commitment to a National Action Plan: Government representatives pledged to collaborate with civil society organisations to develop a plan aimed at improving rights and inclusion for PWDs, with specific targets for accessibility, education, employment, and healthcare.
  • Formation of Working Groups: Working groups were established to address key issues like public accessibility and legal reforms, tasked with developing proposals and engaging policymakers.
  • Stronger Collaboration: The session emphasised the need for ongoing collaboration among civil society organizations, government, and the private sector to prioritize the needs of PWDs in future reforms.

The Reform Town Hall Session marked a significant step toward advocating for the rights and inclusion of PWDs in Malaysia. By facilitating open dialogue, the event allowed PWDs and their advocates to voice their concerns and propose meaningful reforms, setting the stage for lasting change in creating a more inclusive and accessible society.
